This was a piece of editorial art regarding the recent ban on menthol cigarettes, put in place as a result of their overwhelmingly disproportionate impact on people of color. 
Its design was inspired by the packaging of Newport cigarettes, the most popular brand of menthol cigarettes according to my research. The look of these cigarette packages is fairly well ingrained in popular culture, so they have a sort of darkly iconic nature. The raised fists in the center are rather overtly referential to imagery used by the Black Lives Matter movement, and the Civil Rights movement before that.
